The Scheme will cover various family-related themes, including but not limited to education for new parents, parent-child education, maintenance of family relationship, strengthening family cohesion and solidarity, inheritance of good family values and traditional virtues, marriage-related subjects, etc. Applicant organisations may apply for funding to organise suitable projects with other family-related themes having regard to the needs or concern of the community. Besides, a project may feature more than one theme provided that the themes are family-related. Applicant organisations are encouraged to include the elements of nurturing love and enhancing sense of attachment to the country in their projects where appropriate.

Features of the Scheme?
The applicant organisation may organise different activities and / or support services according to the theme(s) of the proposed project. There is no restriction on the format of the activities / support service, for example, talks, workshops, mutual support groups, counselling services, support and consultation hotlines, online information platform, production of educational videos, publications, etc.
The Scheme will provide funding for projects with a project period of 12 months or 18 months. The funding cap for each 12-month and 18-month project is HK$800,000 and HK$1,200,000 respectively.
Application for Funding
Any bodies or non-governmental organisations fulfilling the following criteria are eligible for submitting applications:

- a company incorporated under the Companies Ordinance (Cap. 622) or under the former Companies Ordinance (Cap. 32); or
- a society established in Hong Kong under the Societies Ordinance (Cap. 151); or
- a statutory body or a body incorporated in Hong Kong by statute; and
- the respective company / society / body must be of non-profit-making or charitable in nature.
In general, projects involving elements of making profits; political, religious or commercial publicity for individuals or organisations; or seeking and / or accepting donations and / or sponsorship that may tarnish the image or reputation of the Government and the Family Council, are not eligible for the Scheme. Details are set out in Part VI “Funding Criteria” of the Guide to Application.
Submission of Application
The Scheme is open for applications from 29 September 2025 (Monday) and the application deadline is 5:00 p.m. on 28 October 2025 (Tuesday). The results of application will be released in writing in around March 2026.
Applicant organisations must submit their applications by either paper or electronic application before the application deadline:
- Paper application
Applicant organisations can download the application form from the Scheme’s website and submit the completed form together with the budget summary and required supporting documents by post or in person to the Family Council Secretariat (13/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong). - Electronic application
Applicant organisations can fill in and submit the application form on the Government e-Form website, and upload the electronic files of the required supporting documents.

All duplicate application, application using non-designated application form, late application and application submitted by email or by fax will not be considered.
If a Black Rainstorm Warning Signal, Typhoon Signal No.8 or above, or “extreme conditions” is issued by the Hong Kong Observatory between 9:00 a.m. and 5:00 p.m. on the closing date for applications, the application deadline will be postponed to 5:00 p.m. on the next working day.
The unit of calculation should be the “number of participants”. However, if a participant takes part in more than one activity / support service under the same project, the applicant organisation should avoid double-counting the number of participants and should indicate also the attendance of the activity / support service concerned.
Assessment Criteria
Applications will be assessed in accordance with the criteria below –
- background of the applicant organisation (including co-organisers);
- contents of project and implementation arrangements;
- financial arrangements;
- target beneficiaries and promotion;
- the expected outcomes, key performance indicators, methods / mechanisms for measuring performance and evaluating effectiveness of the project, etc.;
- the risk assessment and contingency plan; and
- other factors which the Family Council may consider relevant.

Funding Arrangements
The approved funding under the Scheme will be disbursed as follows –
- 40% of the approved funding upon signing of the Undertaking Form by the funded organisation and acceptance of the Inception Report by the Family Council;
- 30% of the approved funding upon the acceptance of the Mid-term Progress Report by the Family Council; and
- the remaining 30% of the approved funding or balance of the actual expenses incurred by the funded organisations, whichever is the less, upon acceptance of the Financial Report, Auditor’s Report and Final Report by the Family Council.
Funded organisations must return to the Government any residual funds and operating surplus.
Monitoring Mechanism
Funded organisations should follow all the requirements as laid down in the terms and conditions issued together with the Approval Letter and are required to submit reports according to the timetable below:

If funded organisations fail to submit relevant reports within the specified deadline or the Financial Report is not compiled in accordance with the requirements as laid down in the Approval Letter, the Government / the Family Council reserves the right to withdraw the funding. In that case, funded organisations concerned are required to refund the advance payment and any other payments made by the Government / the Family Council within one month after receiving written notice.
